Neil Young remains one of rock music's most intransigent renegades. In an era when veteran rock stars are falling all over themselves to make polished pop records that flaunt the latest wonders in keyboard technology, Mr. Young continues to make scrappy sounding, spur-of-the-moment albums that cut defiantly against the grain.
